I agree with your point and can offer a plausible explanation. By March 2000, Clinton was a lame-duck as it usually occurs. Meanwhile, Bush was denigrating the US economy and stock markets any chance he got(not that he's got a clue about either). I'm out of the loop on CA's energy crisis...but not interested because I think you're trying to change the subject(national economy and stock markets). That denial problem again,dboy?
