Again you have it right. The 1997 cut should qualify as the biggest gift to the rich of all time. Especially when you use the governments definition of rich...

BTW, I just go back from lunch with a few Realtors, they agree with us about whats driving the markets. Tax cuts. I see it every day. The ability to cash in tax free is a massive incentive to move. Especially a psycological incentive.
