If a company signs the dreaded SEC form at sec.gov when the "signing is announced does the stock pop?

So lets do a check. So far GE announced it had signed but also stated they would expoense options...so the pop was likely supressed by the expensing of options....
I'll keep veryone posted what I find.....there maybe .50-1.00 on these stocks as they sign?
