Ooops! You should, on both machines, open a Dos box and run the command " IPCONFIG /ALL"
If your version of Win98 does not have IPCONFIG, you would have to run WINIPCFG from Start>Run

With 192.168.1.100 on your Win98, you will have your subnet mask entry set to 255.255.0.0 while the XP Pro machine
will have the Subnet mask set to 255.255.255.0, unable to read.

Anyway, IPCONFIG /ALL will help you check some data:

Machine with DHCP service (the one which is always on) should have an entry:
Dhcp Enabled. . . . . . . . . . . : No and
IP Address. . . . . . . . . . . . : 192.168.xxx.xxx

The workstation (the one connected to the server) should have these entries:
Dhcp Enabled. . . . . . . . . . . : Yes and
Dhcp Server . . . . . . . . . . . : 192.168.xxx.xxx (same as above)

With XP Pro's home LAN the workstations MUST have DHCP enabled.

You may need to run the XP Pro connection wizard several times, and reboot both your machines several times before the correct values will be remembered.
I had some errors and hangouts while running the wizard.
