It sure does :)

I bought a Dell desktop about 5 months ago, a similar deal...a few bucks more for a 1.6 Ghz. It has Win XP home edition loaded. I've been very satisfied with it. Good components and Win XP is solid as a rock.

I'd stick with the minimal memory from Dell and buy an additional 256MB DDR stick from Crucial...cheaper and easy to install.

The free shipping is a real plus.
