You can't really expect anyone to pass up an arbitrage play. It's like someone offering to give you a dollar in exchange for 75 cents. I mean, come on, duh? Free money.

Maybe the arbitrage rate is only 99.9 cents on the dollar, but if you have enough dollars it's worth the effort.

The hot money market is the greatest market on earth, far dwarfing equities markets. It's where the real money is.

Nobody can stop it. It's like a fourth law of thermodynamics (the first three being, you can't win, you can't break even, and it's the only game in town.) Number four is: money always seeks its best rate of return.
