Other than the Gulf War and the (Iraqi instigated) Iran-Iraq War, Iraq hasn't been threatened with invasion and destruction in its modern history, to my knowledge.

Hmm, I don't really know the history of Iraqi attempts to gain nuclear arms so I can't really argue that issue with you. As for whether they have every reason to feel threatened, that seems to me to be an open and shut case. I don't know who started what with whom in the Iran-Iraq war, but both sides obviously feel threatened. As for the Gulf War, there is an argument that Saddam thought he got an ok wink from Jim Baker to take over some of Kuwait's oil fields, then got the surprise of his life when the Bushies I said no. Whether that's a correct version or not, the Gulf War leaves the Iraqis with every reason to feel threatened.

I'm not arguing that feeling threatned is a justification for nuclear armaments, but it is certainly an explanation. And everyone wants one these days. So feeling threatened and wanting one don't necessarily mean he wishes to use it against his neighbors or against us. That argument would, in my view, require more evidence.
