(Sebl)announced that it plans to commence repurchases of its Common Stock pursuant to the repurchase program previously approved by its Board of Directors, which program provided for repurchases by Siebel Systems of up to an aggregate of $500,000,000 of its Common Stock.

Guess they are thinking about trying to offset some of the massive shareholder dilution they have going from stock options grants. That $500,000,000 million dollars arguably represents unreported employee compensation costs.

That's pretty big. $500M will buy over 53M shares at the current price, and the float is only 433M shares.
