Thomas, The surplus the Dems bragged about was never a reality. It was all based on projected profits in the over blown market. The tech based market we had in the 80s, and 90s, was bound to go through a major correction because the companies were under capitalized, and were existing on new sales of stock only. When the correction started, the newbies in the market went into panic and caused the major dip. There was no bankable surplus. I will admit, though, almost all administrations try to paint a rosier picture than the real xray.
