JF, is the accelerated depreciation already effective? Was it retroactive?

In the current environment, a cap ex tax credit would be labeled "corporate welfare", and would have as much chance of passing as Bernie Ebbers has of being awarded businessman of the year.

I hope congress does reform accounting requirements. It seems to me that if every line item over ~$5M in a balance sheet or income statement had to be broken down, Wall Street would have never let this mess happen. How much compliance cost would that add to a company like AMD or Intel?
