Never-the-less, the Clinton budget projections consistently *underestimated* national economic growth rates - thus leading to more conservative budget targets.

Whereas the first President Bush (and the current President Bush, and President Reagan) consistently *over* estimated growth rates and tax revenues - thus leading to more inaccurate budget targets... and greater deficits.

Phonny growth targets can be characterized as a 'Liberal' disease because they lead to growth in federal spending and borrowing, and growth in deficits.

There is such a thing as a 'social liberal' (or social conservative), and an 'economic liberal' (or economic conservative), the two need not be the same thing.

Rosey outlooks that never come to pass (such as Bush's budget numbers) are a symptom of economic liberalism.
