Just an update to that problem:

I tried using repair and it did nothing. I then downloaded IE6 - no problems loading it, but the Etrade Market Trader still didn't work. I once again called Etrade and this time the guy is telling me I'm too low on resources and this is why I couldn't load it. I knew this was wrong because I have always been able to load it when my resources are in the low 70's % - sometimes even lower than that. Just to make sure he wasn't right on that, I unchecked a few items temporarily in the StartUp - brought the % up and it still wouldn't load. I then tried loading it with Netscape and was able to load it which means it is a problem with the IE. I restored my registry the other day - would this have effected it. The Etrade MT on IE is the only thing that seems to affected.
