Its as though you've never heard of the "Cold War".
The United States was at war in Viet Nam. The fact that the U.S. Congress no longer passes a formal resolution, that a state of war exists is moot (and has been since the atomic bomb). The proof (that war existed), is that Congress knew U.S. troops were there (in Viet Nam), and approved funding to keep them there and send more. Further, while the United States had by far and away the greatest number of (foreign) troops in Viet Nam, they were not alone, a number of American Allies had troops there.

My understanding of the Boxer Rebellion is sketchy. But I thought that the "reason" for Western Nations sending troops, were to protect their citizens and properties - from a "rogue" violent group (Boxers), that the Central Government was "unable to stop" from attacking foreigners. I thought that the Boxers were not a part of or officially supported by the Government of China, but were "outlaws" of some sort. Foreign troops were sent, because the legal government of China was either unable or unwilling to protect foreigners and their interests. I don't know if Boxers attacked European and American Embassies or not, but if they did, the Boxers attacked European and American soil.

If your criteria of the only correct use of military force; is when your nation is physically invaded, you are a fool. Imperial Germany never invaded U.S. soil during the First World War. Germany did not invade Britain or France, when they declared war on Nazi Germany. Nazi Germany never invaded U.S. soil. Indonesia didn't invade Australia, when Australia sent troops to Timor.
