I'm somewhat hesitant to ask what "being allowed to complete it" means.

"complete it" means to destroy the PLO as he intended, instead of watching the international community rescue Yasser one more time and ship him to Tunis.

As official local font of Mideast knowledge, you wouldn't happen to have any sources on that one, would you?

Don't know offhand, Win. But by the time the Israelis went in, Lebanon had already been racked by seven years of civil war, who was left to count casualties? There was no government. South Lebanon was Fatah-land. Accurate figures have never exactly been Arafat's strong suit.
