For the average mutual fund investor how much do think they are down? 30-40%? Its only the "true believers" who were dumb enough to put all their eggs in the technology "leaders" and end up down 80-99%. I think there is likely to be a fear stage -- fear on the part of the average investor of ending up like the technology investors. If the economy is weakening instead of recovering, given current valuations and uncertainties, the logical thing to do is sell. Even more rational for foreigners who face added currency risk. Maybe fear is the logical response at this stage of the game. Maybe dumping all your stocks IS rational behavior.

I would agree with you 100%. That is why many people are just sitting with stocks due to the fact it is nnot worth selling.
