A notational PS: I had to look this up, some or all of Debka, Stratfor, and Saudia Arabia has a definition of "division" quite different from the US military terminology:

Army: With only 10 Divisions currently active, there is, today, only one "Army." However, in World War II, there were several "Armies" within a command. usmilitary.about.com

In US terminology, 8 divisions at under 10k men total would be somewhat beyond "under-strengh". That might match the headcount of the attached marching bands, though.
