I would say that America is the frightened one and that all the war talk is simply bluster. The US has lost its way, its prestige and its self-confidence and Bush is trying to regain some of it by acting like a bully. He makes a mistake by believing, simplistically, that if he takes a bad guy out then he'll be the good guy --- and the world will, once again, be proud of America.

No-one likes Saddam, that's a fact, but that doesn't give the US licence to make war on him.

Anyway, I'm sure Dubya doesn't make any of these decisions and his "War Committee" pretty much tells him what to do and say.
