Not sure what you're saying makes sense to me. I have to do a lot more than email with my system. Large, small and multiple files of every kind are exchanged regularly in the course of doing business. I can assume a trusted sender isn't sending me a worm but short of running or opening the file there's no way I can be sure.. scanning the files for known or suspected viruses isn't 100% safe. The operating system MSFT puts out has more holes than swiss cheese, perhaps they're the one's encouraging the business of anti-viral computer business!

As for fining anyone opening a worm, that's like putting people in jail if they get a venerial disease.. I don't think that's going to have people visiting their doctors for regular checkups.

I'm of the opinion that one can't eliminate viruses and have easy and open information exchange with rich and varried content. Firewalls are probably the best cure.. but as you say, the user has to use them.
