Mmmmmmm. No. Taking responsibility is about building character. Taking responsibility even as one recognizes various extenuating circumstances can be empowering. Who knows how much that empowerment may help people improve their hands. Sure, many people get bad breaks. I understand why you might feel sorry for them and want them to enjoy their crumbs.

On an individual basis, that might be the best course. But it's not healthy for society. It's too easy to play the blame card while there are still some constructive options on the table. Plus blame is contagious. A culture of excuse making is insidious. In particular, people pass it along to their children where it becomes one of those disadvantages you were talking about. No, I think we have to push the notion of taking responsibility.
