Isn't that mostly just new machines shipped with XP? It's not like most PC manufacturers offer much of a choice. Assuming the new machines replace old machines running Windows, might not the headline as easily read "Windows Machines Being Retired In Record Numbers?"

Windows 2000 wasn't marketed as Windows 98 successor - Windows XP is. Since Windows 98 has a certain age now, I guess that's the major reason for the upgrade.
