John,

If Bush can tie Iraq to 9/11 then he already has congressional approval. Congress approved 'all measures' against the people and nations behind the attack on the US.

If he goes this route, he better have a smoking gun. I agree that he needs the nation behind him if things go poorly for a period.

The need for Congressional approval is completely political in the best sense of the word. Bush needs Congress in the same bunker with him when things go wrong.

I agree - politically. But that requires debate and some form of approval, not necessarily a declaration of war. When we spoke of this the other day in light of Karove's (sp?) article, he was arguing that Congressional approval was Constitutionally required.
