I am astounded that this statement can be made by a former SEC commisioner, especially in the current environment. Retirement funds of millions of Americans steered into mutual funds by brokers with one year experience out of college, destroyed. Trillions of dollars up in smoke.So they're sorry...and won't do it again. And that should make it all OK for the regulators. UFB!
