Thai CAT Picks Lucent, Nortel Consortiums For Mobile Deal

BANGKOK (Dow Jones)--The Communication Authority of Thailand, or CAT, said Wednesday it has selected two consortiums - whose members include Lucent Technologies (LU) and Nortel Networks Corp. (NT) - that meet the technical requirements for its 15 billion baht ($1=THB42.434) mobile phone project.

CAT Senior Executive Vice President Prajin Kecharananta told a news conference that the consortiums, selected from four applicants, will be required to run a technical test over four months. They each have to import equipment worth around US$2 million and shoulder all financial costs during the testing period.

The first consortium is formed by Lucent and EPC Solutions Ltd., while the second comprises Nortel, Motorola Inc. (MOT), Samsung Corp. (Q.SSG) and Real Time Ltd.

The winning bidder will be selected Dec. 15, he said.

The successful consortium will be responsible for the provincial network and marketing operations of the CAT's mobile phone service based on the code division multiple access, or CDMA, system.

Surprisingly, a consortium led by M-Link Asia Corp. (H.MLK), which is owned by two sisters of Prime Minister Thaksin Shinawatra, failed to pass the technical selection. M-link had been widely tipped to clinch the deal due to its high-level connections.

Acumen, a unit of Jasmine International PCL (H.JSM) which teamed up with China's ZTE Corp. (Q.ZTX), was the other bidder disqualified in the technical round.

The CAT has joined hands with Hong-Kong's Hutchison Whampoa Ltd. (H.HUW) to operate the CDMA mobile phone service in Thailand. Hutchison is responsible for Bangkok and the central region, while CAT is responsible for the provincial areas.

The new mobile phone service is expected to be launched initially in central Thailand early next year.
