CDMA operators can currently provide only fixed-line services, although the CDMA technology allows using CDMA-phones as cellphones. Russia's Ministry of Communications has recently allowed building IMT-MC wireless networks operating in 450 MHz range, however that has not helped operators of CDMA-450 networks (800 MHz) to get mobile licenses.

Ministry of Communications explains its hostility to CDMA standard by a consideration that Russia has chosen GSM - a European way of development of its cellular networks. Two years ago the ministry even ordered to close all CDMA networks and pass over their operation frequencies to digital TV networks. Antitrust Ministry found that the decree violated the antitrust regulations and thus saved the lives of CDMA operators. However, Antitrust Ministry could not make Ministry of Communications accept CDMA as mobile standard. The new bill will cancel all limitations in the usage of equipment, except those, which are aimed at eliminating health risks and maintaining national security. CDMA operators are going to use this chance.
