a better question to ask is whether lows actually induce unsophisticated sellers to appear the opposite assessment might in fact be the correct one, because those sellers are leading the way down over a longer time frame and effectively getting out first. In a down trending market, an intermediate new low isn't a bad place to sell even if it bounces higher, its a suckers game to hold for a bounce. Just as in an uptrend an intermediate new high is a good place to buy even if there is a pull back. Neither of these moves would be dumb money.
