the opposite assessment might in fact be the correct one, because those sellers are leading the way down over a longer time frame and effectively getting out first.

In a down trending market, an intermediate new low isn't a bad place to sell even if it bounces higher, its a suckers game to hold for a bounce. Just as in an uptrend an intermediate new high is a good place to buy even if there is a pull back. Neither of these moves would be dumb money.
