Something similar happened here a number of years ago. We had a Republican sheriff who was unbeatable in the primary but needed replacing. A non declared ran as a democrat in the primary and was nominated. All the democrats and about 40% of the Republicans voted for him and he became the sheriff. The next week he finally declared himself a Republican.
