Could you point out this safety valve in the Constitution?

The Constitution is based on the idea that the public will pick responsible people to run the government. It also adds the checks and balances so that when the system screws up it can be corrected by the other responsible people in the government. If Jeffords had been a crank, then the side he joined would have compensated to place him in check. The simple fact is that a majority of the Senate, including many Republicans, felt that Bush needed brakes on his policies. At that time it just became a matter of who could make the best deal and explain best to their constituency.
