I believe legally all error rates were approved constitutionally. All counties were authorized to put into place systems that would treat all ballots of whatever style selected from and approved list equally. All properly marked ballots would be counted. It was clearly posted at all voting places what a properly marked ballot was. What you call errors are incorrectly marked ballots.

I've worked with properly marked punched cards and my experience with them has demonstrated to me that maybe they have an error rate of one in several billion.

All ballots of a style were treated equally by machines that were certified to count all properly marked ballots perfectly.

And it does matter that the process of voting and an understanding of accuracy was approved. That is how honest Americans do things legally. Al gore and his technology retards team did not believe this however. It would also seem G_Barr does not comprehend this.
