That's the primary reason Gore lost, he ran away from Clinton and didn't recognize that Clinton's approval rating during the peak of the scandals was about 70%. The people didn't give a rat's ass about the sex scandal....they thought Clinton was a great president.

Yes, people were relatively happy with the economy, but Gore was aware of the storm clouds. The problem for Gore, was that he really only had 7 years of good economy (and the 8th, 2000, was the bad one). The Stock Market began to deflate in March/April of 2000 (after 2 rate increases by the FED, one in Feb, the other in March). To make matters worse, (May 2000) the Federal Reserve raised interest rates a third time (and this time by half a percent!), - and kept it there for the rest of the year. This means that in the middle of a market crash, the FED was tightening money. IMO, the Fed could not have been more clear; they were strongly indicating, that they (the Federal Reserve) wanted the markets to go lower. This also meant that interest rates would remain higher (and the economy slowed), till the Fed was satisfied with the magnitude of the Market drop.

On top of this, in the summer of 2000, the entire Western region of the country (and especially in California) suffered thru massive shortages and increases in the cost of (wholesale) electric power. These factors made a recession early in the term of the next President, IMO a certainty.

Better to lose an election, than to run bragging about how great the economy is (especially, if you knew that the country was going into recession within a couple months of you being sworn in).
