Ted, the 2nd provocation was the straw that broke the camels back. It's less then the invasion of Kuwait but its added to the invasion.

Taking out Saddam right after we kicked him out of Kuwait was probably seriously considered but since it would have been so messy an alternative was put in place. If that alternative (the inspections, no fly zone, and possibly revolution within Iraq) had worked then Iraq would at worst be less dangerous then before the invasion of Kuwait and if we where really lucky Saddam would have been gone. Obviously it didn't work and the fact that it failed apparently removes the option that was selected to prevent the requirement for an invasion.
