The corrupt cities learned early to use electoral power to rob the public treasury, and are now paying the price of learning that there are limits to that heist.

There are very good reasons that the Founders created the electoral college to prevent the cities from tyrannizing and robbing everybody...

Maybe "urban" concerns should be more like "suburban" concerns. I doubt that urban decay was worse, during the Clinton Administration, than under other Administrations. In fact, the poverty rate in the United States during this period, dropped significantly.
