Please define "this environment". The issue is maximizing return on capital. In any environment. In every environment. Continuing the dividend is an issue. Used to be that stocks HAD to issue a dividend to be bought. In fact the dividends on stocks used to be higher than bonds because they were perceived as having more risk. Utility stock buyers tend to insist on dividend yields. Maybe you can talk them out of such nonsense. Capex is being scaled back. I urge you to listen to the conference call if you really care about this company as an investment.
