Its a pretty simple sentence. I'm not sure how it could be translated or explained. If we don't invade we have less chance of having to deal with a big mess but if we do have to deal with a big mess it will be even bigger. If we do invade the chance of something of a mess is very large. The chance of a big mess not insignificant. If we don't invade the chance of a mess are much smaller, but if we do face a big mess it will be an aggressive Saddam armed with nukes plus others encouraged by the thought that they can deter the US by getting nukes.
