I don't think it is that big of difference. What type of effect can AA have that people would notice and comment on other then not getting a job, or a promotion, or a position at a school. Besides if it is only 1/10th of that 15% have thier progress "impeded" then its still not rare.

Also I know its not rare in colleges. In some cases scores that would bring automatic acceptance for blacks are below the minimum qualifying scores for whites or asians.
