Pretty much. I think the technique is more coming up with $40 million dollars worth of mud to throw (not the mention the millions spent by Scaife) and see if any sticks. For Clinton it was like having a million ton dirt ball tossed and he only ended up with a smudge, on his cheek I think.
What was Monica's role in Whitewater anyway, Starr never did connect the dots.
