The "relativization" of the Third Reich? I don't understand the word. Do they mean "contextualize"? Put the events into context?

Yes. The prevailing line of reasoning is that the atrocity of the Third Reich is so extreme that it must be discussed uniquely. But right-wing historians like Nolte try to lessen the monstrosity by putting the Nazis "into context" - claiming they merely were a reaction to Versailles or an opposition to Soviet communists. A major drive is to compare AH's crimes to other totalitarian regimes like the USSR or Cambodia and "hopefully" come to the conclusion that AH wasn't "that bad after all".

Not just David Irving types? Holocaust deniers? People like Spytrdr, who want to argue that the world would have been a better place if Germany had won the war?

Yes, there are many of them. A professional like Nolte doesn't deny the Holocaust. He has a high degree of subtlety to convey his arguments in academic circles.
