The political parties are not responsible to the electorate in matters of internal finance.

There's a parallel with the large investment houses. The recent revelations about ML's part in Enron (or was it Worldcom?) and lack of hue & cry, much less prosecution, proves they have granted immunity in cases of malfeasance.
