I don't know that it is diffrent in the States. I was thinking specifically of the situation where a friend or relative signs one out of a detention where they had been placed for drunkenness. The drunken party has been deemed incompetent by virtue of being incapacitated, so removing him/her from protective authority prior to their regaining capacity is indeed a responsibility. I would be surprised to know the States do not follow a similar protocol. That, in any case, was what I was referring to.
