Arthur Miller said the Terrorist Acts were probably not read by many who signed it, and from what he read were as incomprehensible as Finnegan's Wake.

By which he meant the PATRIOT act, I assume. One doesn't expect a playwright to be able to read the US Code, nor to comprehend the intricacies of federal criminal law and procedure.

As someone who can read the US code, I assure you it's perfectly comprehensible.

The only trouble is that many of the provisions amend existing law, so you start off at (G) and wonder where (A) through (F) are. For reasons of economy amendments start out as paperbacks tucked into the back of the hard bound books for a year or two. You have to flip back to the hard bound books to get the complete meaning.
