i don't think it is.
I think they actually cause more pressure from outside- at least the artists do- where they can write and publicize the crimes of their nations. Inside the country they are likely to be buried away in jail, or executed. The world stage is fickle, and imprisoned men are boring, whereas writers with new books, or artists who can come speak at a conference, have a kind of cachet, and capture both imagination and attention. So I totally disagree with you.
