It is true that Lay was in favor of the appointment of the current head of the FERC. You fail to mention that Governor Gray Davis was also in favor of the appointment of the current head of the FERC. You fail to mention that George Bush's appointees to the FERC were not sworn in till May/June of 2001. You fail to mention that their first votes was to initiate the price caps the the industry is currently operating under (and that Gray Davis wishes continued).

You fail to mention that until June of 2001, the FERC were ALL Clinton appointees, and that there was a Democrat majority of the FERC till June of 2001. You fail to mention, those actions that the Clinton Administration did to help California...You can't because even Gray Davis claims that President Bush (43) helped California much more than President Clinton (42).
