Sounds to me like he's playing it the smart way, at least if that's the tactics they're preparing for. God knows he should have learned his lesson from the Kuwait liberation.

I was planning to post some quotes showing that Saddam used cities as defensive points during the defensive part of his war with Iran (as opposed to the war in Kuwait where he was on the offense), but I lost the quote.

This may be exactly why the news is so schizophrenic lately:

Think like an Iraqi. What do they do when they are attacked? Run away, fall back, regroup. What if they think that if we're attacked we'll do what they do? What if they can't think through what we'll really do?
