Sounds like a military man underestimating the political effects of a campaign? Indeed. Imo Cheney will probably insist that the Scud problem be planned for, and my guess is coordinated with Israel and Jordan possibly. Also neither Powell or Schwarzkopf wanted the fight at all. Both had to be pushed into creating a viable battle plan. Who pushed? Cheney, Bush, Eagleburger etc etc. Bush gave 'em the VII corp and Cheney pushed for the enveloping left hook through the "Western Excursion" which Wolfowitz had a hand in crafting.
