For a religious believer, consent of the governed can only be the beginning. For that matter, if we had a majoritarian government that followed a policy of exterminating racial minorities, many who were not religious would feel that the consent of the governed was not the only criterion by which to judge the legitimacy of a regime, but that its moral flaws had to be tolerable. Thus, the government arguably derives such authority it has by virtue of its conformity to natural justice, such that on balance it furthers the ends of justice more than frustrating them. If the moral law derives from God, the government's authority derives from God, and stands under His judgment.......
