There is, actually, a danger that striving for efficiency will merely create more reporting requirements, hence more paperwork, more man- hours, and less efficiency. But the main thing is that the Congress should do a major review of federal programs to see what could be eliminated or consolidated; what is handled on a state or municipal level sufficiently to narrow the scope of federal involvement; and what would best be hired out to private contractors, rather than kept "in- house"......
