i've noticed way more cops handing out speeding tickets last month or two, scrambling for revenue imo

Mike, State tax revenues are down due to cap gains switching to cap losses. Also, estate taxes have been lowered, and states really make a lot off killing their citizens. Another factor not often counted is that states earn money market interest on tax flows. I don't think that is part of the published flows, but that number has to be way down this year.
