(I still think the smart money would be on the proposition that Governments - in the long history of governance - usually find ways to exploit loopholes, and evade statutory limits on their ability to deficit spend. >>> With Government's control of the purse (and - unopposed - their own accounting principles), and unlimited ability to print money... I believe that the only truly effective limit is a balance of powers WITHIN the various branches of Government.
