The same reason that President Clinton did. Iraq claims that sanctions are starving and killing Iraqis. The truth is, that sanctions DO NOT prohibit Iraq from purchasing food or medicine. Since the United States purchases oil, from the Iraqis, the starving of children has nothing to do with the lack of money or sanctions; except for a refusal on the Iraqis part to purchase adequate amounts food - unless they can buy arms as well.
