If Cheney said that, I will bet that it was in response to someone saying it is Bush's fault. Please post the link where he says that so I can see the context.

We're just going to go back and forth on the morality issue. It's getting old. I admired that Steve D. said he thought Clinton should have resigned. Did you? Do you think Clinton had superior morals than President Bush? Do you think any President's morals within our lifetime were perfect? Does anybody alive have perfect morals?

My personal belief is that Bush is a FAR more honorable man than Clinton. He was a disgrace imo and did not deserve the highest office.
