In any other administration, Bush's scandal-plagued Army secretary, Thomas White, would be history. But the rules have changed

By Joshua Green
editor of The Washington Monthly

Scott,

A wonderful find. A very well researched and well written argument which asks why Thomas White, the Secretary of the Army, has not been asked to resign. The argument is that a radical shift has occured in the willingness to require upper level members of the administration to resign for unethical behavior. The author digs fairly deeply into the issues and offers some rather surprising reasons for it.
